I don't know what you mean by bad persona letter, but if you mean you sent the DA a note about a defendant's bad individuality, no. The DA may not communicate with the judge on the subject of a particular case unless the defense attorney is present. It is not ethical. He could provide a copy of the memo to the defense attorney. It is sometimes helpful for the defense attorney to see what others think of their client.
