Besides an attorney, who do you contact if someone breaks the agreement of divorce papers?

my ex-husband was ordered to pay 60% of adjectives college expenses and hasn't done so

Since it was court order you can do it yourself...it would be call Contempt of Court.
Need to turn back to the court that ordered the payment and insist on them he is in comtempt of the agreement/order; but the atty will do that.
If it be a custody issue, you could contact the police. Sorry to tell you this but I think if you really want him to settle, you will have to go to court and force the issue... ex-husbands suck.
