Do I own to disclose on a a errand application that I recieved a DWI surrounded by 2003. I plead guilty, ...?

paid my fines and did my community service. This was a misdomeaner and my first offense but beside the new laws this will never drop stale of my record. Do I have to put this down on a opportunity application?

Depends on the wording of the question. Are they asking about felony, misdemeanors or just any charge or conviction.

Be honest. If they pull your history and see you have lied they will not hire you. If you tell them straight up, they may chose to hire you anyway (unless it is a driving profession.) They are normally more interested in seeing if you hold theft charges or abuse charges if you are going to be compassionate for children or eldery in the job.

That depends on what the application asks. Generally they ask about felonies but if they ask roughly crimes, yes you would have to put it. I don't think it would disqualify you from most job though.
You never own to put it on a job application. For other reasons it is one and only 3 years. So you are fine.
