What state have the harshest DUI or DWI punishments?

In my opinion none of them. How many times do you hear almost someone with their 3rd, 4th, and 5th DWI/DUI. Shouldn't the first time be enough. The punishment should be adequate after the first time that they get the message.
I was speaking to someone nearly two weeks ago that was upset cause the go-between ordered him to jail for his 4th DWI. He thought the judge be to hard on him. I laughed and have to walk away cause I needed to punch him in the head, hopefully to knock some sense within him.
Also these people who only be in motion to jail for 5 years for killing someone because they be drunk is like a slap on the wrist. A family have lost their loved one forever, and this person only loses 5 years of his time in jail.
As for the law themselves they very state to state and also many times lower than the discretioncy of the judge handling the case. Most first time offender can get off near out jail time, but face stiff fines and a highest insurance hike.
