If I was driving some else's car and the side get scratched, how long does the car owner (other party) have to record a claim before the matter become desolved and no longer valid in court?

The "other party"...? They own until the Statute of Limitations is up in the state where the twist of fate happen. Can be anywhere from 1 to 6 years. Most likely, 4 years.
