Impossible to say near just this much info....What kind of luggage was it? If you just compensated him two weeks ago and the case was dropped end November, what did you think was going on? If the guy took your money knowing full devout and well the case did not exist you should ask for your money hindmost. If he won't give you a refund, threaten to report a grievance with your State Bar. Then do it.
I agree next to others. It depends on the contract. And, if he is any good, the contract is written to let him keep hold of the money.
If the money was a downpayment or advance of projected 'billable hours', you might be due something subsidise.
If it was a retainer, it is his, even if he didn't do anything.
If he is a good legal representative, then no. The paperwork that you signed before he took you would hold spelled out that there are no refunds.
.. you should really contact him and find out if is something that can be returned to you, did u sign a contract, read it carefully (which you shuold of done since signing it)..and check if it states any info on this particular matter or any at adjectives that falls for your money being returned. Good luck.
