Does personal injury payouts come out of their own pockets or their insurance?uk?

When someone claims for a slip/fall accident on there premises,why do they scrap it to the end when they know they are at fault?
does anyone know anything more or less this?
I fell 4yrs ago and my case is on going,my solicitor had to stir to the court master and get permission to procure an engineer to inspect the premises,the co council did not want this.
